작품설명 [큰엉 Architecture to resemble a nature]
엉이란 제주도 방언으로 언덕을 뜻한다.
남원 큰엉은 큰 바위가 바다를 집어 삼킬 듯이 입을 크게 벌리고 있는 언덕이라 하여 붙여진 명칭으로, 절벽 위는 평지로 부드러운 잔디가 깔려 있다. 바다를 향하여 높이 30m, 길이 200m의 기암절벽이 펼쳐있다. 오랜 세월동안 쉬지 않고 밀려오는 파도를 감싸 안은 2개의 자연동굴을 보노라면 세속을 떠난 듯한 다른 세계, 때 묻지 않은 자연에 대한 감동을 느낄 수 있다.
본 작품은 제주도 서귀포시 남원에 위치한 기존의 남원읍사무소를 철거하고 새로운 남원읍사무소를 신축한 사항이며, 지하1층/지상3층, 연면적 3,538.55㎡의 규모로 신축되었다.

[시민을 위한 오픈공간 계획]
주민센터는 지역주민의 교류의 장이다. 주민의 행정, 민원처리 뿐만 아니라 지역의 휴게커뮤니티공간을 담당한다. 쾌적하고 개방감 있는 공간을 만들기 위해 기존 공원과 전면광장을 연계하였다. 또한 해당 대지가 자연 속에 있는 지리적 특성을 살려 자연을 품은 공간으로 계획하였다. 그래서 주변 자연과의 연속성을 보여주기 위해 사무소 내에 중정과 휴게공간을 계획하여 자연을 건물 내로 관입시켜 건물 내에서 자연을 느낄 수 있게 하였다.
야외에 대회의실로 이어지는 휴게데크를 두었고, 주민휴게정원의 전면에 작은 야외공연장을 마련하여 마을의 이벤트 공간으로 활용하게 하였다. 특히 이 공간은 필로티 구조로 계획하여 개방감이 있고, 공연을 펼치기에 안정감 있는 장소로 계획하였다.

[유기적 공간구성]
지역주민의 휴게커뮤니티 시설과 녹지공간을 유기적으로 연계하여 실내외의 경계를 허물었다.
그래서 쾌적하고 제주 풍토에 어울리는 실내공간을 가진 남원읍사무소가 되도록 계획하였다. 또한 유사한 프로그램을 인접시켜 실의 가변성을 높였고 바람의정원(옥상)과 연계한 휴게공간은 주민의 휴식과 커뮤니티의 장소로서 지역공동체 형성에 도움이 되도록 하였다.
주민 휴게정원은 대회의실과 연계되어 지역주민의 휴게 및 이벤트 공간으로 활용된다. 그리고 근무자들의 휴게쉼터로 이용되도록 중앙에 배치하였다.
로비와 홀은 전면 진입광장으로 시선이 열려있고, 현무암의 모습을 보여주는 돌의 정원과 연계되어 지역 특색을 살린 공간을 계획하였다. 민원실을 비롯해 주 사용공간을 남향에 두어 우수한 실내 환경을 조성하였다.

[입면]
큰엉을 모티브로 한 수직 수평루버는 하절기 태양의 직사광선을 막아주고, 일몰시 일사를 차단한다. 또한 비바람이 강한 제주도에서, 비바람으로부터 실내를 보호한다.
또한 루버에 고인 빗물은 조경수로 활용되어 친환경 읍사무소를 지향하였다.
입면 프레임에 의해 만들어진 창을 통해 남원의 바다 전경이 내부로 관입되어 들어온다. 프레임은 외부데크로도 쓰여 사용자들의 휴게공간으로도 활용된다.


[Keun-Eong Architecture to resemble a nature]
“Eong” refers to “hill” in Jeju Island’s dialect. Namwon Keun-Eong is named by its hill that looks like a giant rock opening a mouth wide to swallow the sea, and it lays down the flatland on top of cliffs in grass. The 30-meter-high and 200-meter-wide rocky cliffs are stretching towards the sea. When having a look at two natural caves that embrace waves, we will be overwhelmingly touched by the unstained nature that transcends the mundane world.
This artwork is a project of tearing down the existing Namwon-eup office located in Namwon, Seoguipo-Si, and of rebuilding a new Namwon-eup office with a three-floor building and a basement in total area of 3,538.55㎡.

[Planning an Open Space for Citizens]
A community service center is a place for local communication. It deals with civil affairs and serves as a rest service area within local community. In order to make a comfortable open space, this project attempts to connect the existing park with the plaza. Considering its physical geography, having its building site within the nature, this project is aimed at building a place that embraces mother nature. To show its continuity with the nature surrounding the building, therefore, this project attempts to design both a courtyard and a resting place so that the nature can interpenetrate inside the building.
This project also designs a resting deck that is connected to the convention room out of doors in addition to an outdoor theater in front of the community service center, which will be used as a special event space for locals. Designed by pilotis structure, it is planned to be used as an open and stable space to carry out performances.

[Organic Space Composition]
By connecting the locals’ resting community facilities to green area, this project attempts to break the indoor-outdoor boundaries so as to make a more comfortable Namwon-eup office considering the natural characteristics of Jeju Island. It is also planned to enhance the variability of the room by making a connection with other similar programs. The resting space, connected to the Garden of Wind (rooftop), is designed as a space for resting and communication for local people in order to pave the way for the formation of local community. The resting garden is connected to the convention room so that it can be used as a resting and special event place for local people. In addition, it is also located at the center to be used as a resting space for all staffs.
In consideration of local characteristics, the lobby and hall are open to the entrance plaza and are connected to the Garden of Rock that illustrates the feature of basalt. In order to make a good indoor environment, the major utility spaces, including public service center, are designed to face south.

[Elevation ]
The vertical and horizontal louvers, using Keun-Eong as their design motifs, block direct sunlight during the summer season and cut off the solar radiation at the time of the sunset to protect indoor environments. It also protects indoor environments against frequent rainstorm in Jeju Island. By using rainwaters on the louver for tree planting, the project is aimed to build an eco-friendly office.
The front view of the sea around the Namwon area can be seen inside the doors through the windows that is created by the elevation frame. The frame also can be used as an outdoor deck for which locals to take a rest around the deck.
